2.7.5 LAND
Land within the Regional Centre can be used more sustainably by supporting urban agriculture for local food production, removing greenhouse gasses through street trees, and conserving environmentally sensitive areas. Access for urban dwellers to natural environments for health, leisure, and recreation purposes, becomes increasingly important as urban areas become denser.

Subsection c) Permit domestic fowl and bees in all zones as accessory uses with policies to ensure off-site nuisances are avoided and that these activities are appropriately scaled.

The one and only thing that could derail any of that is folks who allow their hives to swarm without accepting any responsibility. I remember fishing bees out of the wall above the front door of a historic B and B. The owner witnessed them going in and knew they had come from the neighbours hive next door. When confronted she responded with "Prove they're my bees".
A few bad cases of PR and it could all change overnight. Accept responsibility.
